Kiyomasa Senji, a police officer, is attempting to make the world a safer place two years after the devastating tidal wave that swept across Japan. He uses his Branch of Sin powers to stop criminals in whatever way he can. After saving a youngster named Izuru Tsukiyoshi from a group called Goreless Peace, Kiyomasa's rivalry with his opponents heats up quickly, to the point of being explosive. The tale follows Senji, helping to further build the thinking that motivates his acts later in life, and provides a look into the history of the future Deadman.
